The “Sesame Blooming” Program of the Industrial Bank Assists the IPO of SMEs

On July 21, the Industrial Bank (IB) held the themed promotional meeting for “‘IB Sesame Blooming’ Program Assists IPO of SMEs” in Shenzhen, announcing that IB will, through the “IB Sesame Blooming” SME IPO Program, support a group of SMEs with good growth performance and great potential to accelerate their IPO progress, so as to boost the economic development of Shenzhen in a rapid and sound way.

IB indicated that Shenzhen boasted exceptional advantages for direct financing and a mature capital market, and the city had assembled a group of large and superior securities companies, private placement and venture capital investment agencies, and intermediaries such as accounting firms and law firms. The SME board that has been put into operation for many years and the emerging GEM board could provide a broad stage for the IPO of SMEs. According to the statistics of Shenzhen SMEs Service Center, by June 22 of this year, 88 enterprises were listed on the SME board and GEM board in Shenzhen, of which 27 have been listed on the GEM board and 61 on the SME board, ranking No.1 in China for over many consecutive years. There were 16 small-sized enterprises entering the GEM board and 20 were listed on the SME board in the year 2010 alone in Shenzhen, and they accounted for 12% of all enterprises listed on the two boards that year. As for SMEs, to march into the capital market, they need the incubation and support of various parties including commercial banks. Therefore, IB innovatively released the “IB Sesame Blooming” SME IPO Program to assist SMEs to grasp financing opportunities and share financing results in the complicated and specialized capital market.

It is reported that the “IB Sesame Blooming” SME IPO Program includes “two categories”, “three phases” and “nine schemes”. Specifically, centering on the IPO of SMEs, the program integrates the two kinds of financial service instruments – conventional banking and investment banking, which are diversified, flexible and specialized, to provide customized financial service schemes regarding the IPO of SMEs at different stages of their growth, namely initialization, growth and maturity, across many financing fields including direct financing, indirect financing, cash management, etc. Meanwhile, from the perspectives of reforming the IPO process, category of customer cluster, multi-channel cooperation and support, the program creates nine financial service schemes for the IPO of SMEs: comprehensive IPO services, aggregate debt financing services, private placement equity financing services, specialized market oriented financial services, industrial zone oriented financial services, supply chain oriented financial services, financial services for export-oriented enterprise, co-guarantee services and bank-government cooperation services, which cover corporate financing, capital operation, development planning, wealth management, corporate governance, etc. In this way, IB provides a package of financial services for incubating and supporting the growth and IPO of SMEs.

The successful release of the “IB Sesame Blooming” SME IPO Program marks that the core competitiveness of IB based on integrating resources has been further improved. During the implementation of the program, IB has integrated various resources from both inside and outside to provide services to customers. By the end of June 2011, of the customers joining the “IB Sesame Blooming” Program, there are 62 in the IPO guidance stage, 7 passing the IPO guidance, 21 reported to CSRC, 4 waiting for IPO after passing the examination of CSRC, and 27 listed on the SME board or GEM board; 51 successfully introducing private placement or venture capital investment; 1 realizing refinancing after a successful IPO; and 27 successfully issuing bonds or waiting for issuance following registration.
