Industrial Bank Entered into a Strategic Cooperation Agreement with Fuzhou Municipal Government Comprehensively

Supporting the City to Achieve Scientific and Leap-frog Development

On the morning of January 13, 2012, Industrial Bank (IB) and Fuzhou Municipal Government held the ceremony for signing a strategic cooperation agreement in Fuzhou. Yang Yue, a standing member of the CPC Fujian Provincial Committee and Secretary of the CPC Fuzhou Municipal Committee, and Gao Jianping, Board Chairman of IB, attended the signing ceremony, Yang Yimin Mayor of Fuzhou and President Li Renjie of IB signed the cooperation agreement on behalf of each party respectively. In line with the agreement, IB will center on the future development planning of Fuzhou, increase its financial services and credit support during the “12th Five-year Plan” period, focusing on supporting the construction of advantageous industries and key projects and the development of SMEs across Fuzhou, serving the construction of the Fuzhou m etropolitan area, and sparing no effort to drive the scientific and leap-frog development of the city.

As the only national listed bank headquar tered in Fuzhou, IB has always taken it as one of the bank's mission s to serve the scientific and leap-frog development of the West-Straits and fully act as a leading financial force in the region. In particular, against the backdrop of tightening market liquidity and on- and off-sheet asset expansion of the banks being under strict control throughout the previous year, IB boldly assumed heavy responsibilities and initiatively took actions to grasp the development opportunities in the conventional credit business and emerging diversified businesses, releasing the “seven innovations” to respond to the “Five Campaigns” of Fujian , getting fully involved in and serving the construction and development of the West-Straits. By the end of 2011, the balance of all loans in both domestic and foreign currencies across all IB branches in Fujian reached RMB 178.4 billion, accounting for 18.14% of the bank's total, an increas e of RMB 34.58 billion over the beginning of the year, up 24.04%, 8.87% higher than the average growth rate across the bank over the same period. In 2012, IB will, based on the deployment of Fujian Province's economic development this year, launch a new round of driving campaigns focusing on three aspects – regional planning, key industries and key projects, and the real economy and private businesses, which continues the full integrat ion into and servi ce of the overall construction and development of the West-Straits.

With the comprehensive advancement of the construction of the West-Straits, Fuzhou, as the capital and central city of Fujian Province, boasts significant advantages both in terms of location and resources, and features a good foundation for industrial development. Under this agreement, IB and Fuzhou Municipal Government will intensify their strategic cooperation in a comprehensive way. This will play an important leading role and be of great strategic significance for Fujian to accomplish the “Five Campaigns”. As disclosed by IB, the bank will concentrate its headquarters' financial resources to exert its advantages in integrated businesses to the largest extent and utilize diversified financial products such as investment banking, trust, and financial leasing service to provide superior and efficient financial services for the construction of key projects and the modern industrial system of the city, especially the construction and development of Mawei New Town, the West-Straits Hi-tech Industr ial Park, Bio-medical and Electromechanical Industr ial Park, and West-Straits Modern Finance Center to provide high-quality and highly efficient financial services. In order to further improve its service capacity and efficiency, the bank will, adhering to the principle of “be the forerunner” and “fast examination and fast handling”, also establish a special “fast passage for credit cooperation” for Fuzhou Municipal Government to simplify the business flow and shorten examination and approval procedures. Giving priority to assessment and approval of projects in the “fast passage”, IB will provide strong financial support for the construction of the West-Straits and the new round of scientific and leap-frog development of Fuzhou.
