On December 21, 2023, Industrial Bank convened a special session on production safety in Fuzhou. The meeting focused on studying and implementing the important instructions and directives on production safety from General Secretary Xi Jinping. It conveyed the spirit of the Safety Committee of the National Financial Regulatory Administration's system-wide and industry-specific production safety (via picturephone) meeting and discussed the deployment of safety production tasks at the year's end and beginning. The Secretary of the Party Committee and Chairman, Lv Jia, attended the session and delivered a speech, while the member of the Party Committee and Vice President, Sun Xiongpeng, presided over the session and conveyed important directives and instructions from the central authorities, as well as the relevant spirit of the session.
The session pointed out that since the beginning of this year, the national safety production situation has been severe and complex, with the occasional occurrence of risk events in some areas of the financial industry. It emphasized that all levels of the bank must deeply understand the extreme importance of maintaining good production safety. They should align their thoughts and actions with the important directives and instructions from General Secretary Xi Jinping, maintain a sense of responsibility “that is ever-present,” and be prepared for any challenges. It stressed the need to protect the bottom line of production safety in a battle-ready state.
The meeting demands an increase in ideological understanding and a stronger implementation of responsibilities. Party committees at all levels should incorporate the study and implementation of General Secretary Xi Jinping’s important statements and instructions on production safety as a topic of specialized learning within the party’s theoretical study center. They should diligently fulfill the requirements of “joint liability of the Party and government, dual responsibilities of one position, coordinated management, and accountability for dereliction of duty.” Safety production responsibilities should be implemented and refined at each level, ensuring that alarm bells are always ringing and safety measures are consistently enforced. The meeting called for intensified inspections and emergency drills. It emphasized the strict implementation of the end-of-year and beginning-of-year production safety inspection plans. This involves comprehensive management of traditional safety fields such as natural disasters, extreme weather, construction sites, business outlets, and fire safety, as well as non-traditional safety areas such as terminal equipment, cyber-security attacks, data security, model development in information technology, and potential risks related to stability maintenance, to prevent potential dangers. The meeting also focused on rectifying identified issues and enforcing disciplinary accountability. When it comes to identified issues, it is important to create a list of rectification measures. It is crucial to combine short-term rectification efforts with the establishment of long-term mechanisms to effectively eliminate safety risks and hazards. It called for increased accountability to ensure that “holding one accountable serves as a warning to all.”
The session emphasized that production safety is related to the well-being of the people and to the overall economic and social development. We must prioritize the well-being of the people and prioritize the preservation of life. We need to balance development and safety, promoting high-quality development to achieve a high level of safety, and ensuring high-level safety to support high-quality development. It is crucial to always be vigilant about production safety and establish a solid foundation for secure development.
The meeting was held in a combination of on-site and video formats. Members of the head office party committee, head office departments stationed in Fuzhou, and heads of disciplinary inspection and supervision teams attended the session in person. Members of other departments, subsidiaries, leaders of primary and secondary branches, and relevant department heads attended the session via video.
