In midsummer, when everything was flourishing, from July 1 to 3, Lv Jiajin, Party Secretary and Chairman of CIB, led a delegation to Henan Province. They conducted in-depth investigations in industrial parks, technological innovation platforms, and enterprises to explore financial services supporting the new era strategy of the central region’s rise and the construction of modern Henan. They held discussions with Wang Kai, Deputy Secretary of the Henan Provincial Party Committee and Governor, An Wei, Standing Committee Member of the Provincial Party Committee and Secretary of the Zhengzhou Municipal Party Committee, Zhang Min, Standing Committee Member of the Provincial Party Committee and Vice Governor, and Li Weidong, Secretary of the Xinxiang Municipal Party Committee. During this period, the Henan Provincial Government and CIB signed a strategic cooperation agreement. CIB Party Committee Members and Vice Presidents Zhang Min and Zeng Xiaoyang also participated in the investigation.
Henan, located in the Central Plains, is a major economic, populous, agricultural, and cultural province, and an important component of the strategy for the rise of the central region. Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has inspected Henan five times, delivering significant speeches and instructions. He has expressed his high expectations for Henan to “take the lead in the rise of the central region and write a brilliant chapter of the Central Plains in the new era.”
During the investigation, Lv Jiajin emphasized the importance of integrating the implementation of the Central Financial Work Conference’s spirit with the comprehensive implementation of General Secretary Xi Jinping’s key speeches on promoting the rise of the central region in the new era. He stressed accurately understanding Henan’s strategic position in the national landscape, focusing on the “two ensures,” and implementing the “ten strategies.” Lv Jiajin urged “proactive” and “practical” efforts to lead in the construction of a modernized Henan, contributing to a brilliant chapter of the Central Plains in the new era.
On July 1, Lv Jiajin and his delegation held work discussions with An Wei, Standing Committee Member of the Henan Provincial Party Committee and Secretary of the Zhengzhou Municipal Party Committee. Both parties exchanged views on deepening financial cooperation in various fields and reached broad consensus.
An Wei mentioned that Zhengzhou is currently advancing the “ten strategies” actions and the “ten construction” projects, accelerating the construction of “four highlands, one hub, one stronghold, and one center,” and the Zhengzhou metropolitan area. The city aims to become a significant national hub for technological innovation and talent concentration, striving to write a new chapter in the modernization of Zhengzhou. He expressed hope for comprehensive and pragmatic cooperation between both parties to jointly advance the modernization of Zhengzhou as a national central city.
Lv Jiajin noted that in recent years, Zhengzhou has demonstrated strong momentum in economic and social development, with industrial development directions closely aligned with CIB’s key business layout. He expressed confidence in CIB’s development in Zhengzhou, highlighting the bank’s technical, managerial, and capital strengths. Lv Jiajin assured that CIB would conduct pragmatic cooperation closely around Zhengzhou’s needs, better serving local development.
The Zhengzhou Airport Economy Zone (referred to as “Airport Zone”) is the only national-level airport economy zone approved by the State Council. In recent years, Henan Province has focused on creating a three-pronged technology innovation structure centered on “Zhongyuan Science and Technology City, Zhongyuan Medical Science City, and Zhongyuan Agricultural Valley,” collectively known as “Two Cities and One Valley.”
On the morning of the 2nd, Lv Jiajin and his delegation visited the Zhongyuan Medical Science City located in the Airport Zone. They toured the Henan Institute of Medical and Pharmaceutical Sciences, listened to the overall planning and development layout of the Zhongyuan Medical Science City, and gained detailed insights into its technological innovations, achievements transformation, and industry clustering.
While the rapid rise of this “medical-focused” new city is notable, the advanced computing industrial chain, led by XFusion, is also accelerating its development in the Airport Zone. On the same day, Lv Jiajin and his delegation visited XFusion Digital Technology Co., Ltd., where they observed the production process and learned about the company’s achievements in global layout, AI industry development, and technological innovation.
Lv Jiajin stated that industrial parks are the main frontiers of technological innovation and the primary battleground for new productive forces development. CIB will deepen its layout in the new financial tracks for industrial parks, excel in the “Five Major Areas,” and promote the integration of industry, city, and people through ecological services. This will support the Airport Zone in becoming a new core growth pole for Henan’s high-quality economic development.
On the afternoon of the 2nd, the Henan Provincial Government and CIB signed a strategic cooperation agreement. Wang Kai, Deputy Secretary of the Henan Provincial Party Committee and Governor, and Lv Jiajin, Party Secretary and Chairman of CIB, attended the signing ceremony. Zhang Min, Standing Committee Member and Vice Governor of Henan, and Zhang Min, Party Committee Member and Vice President of CIB, signed the agreement on behalf of both parties.
During the discussions, Wang Kai highlighted that CIB, with its strong capabilities, has long-standing, solid foundations and vast potential for cooperation with Henan. He noted that CIB’s key business layout aligns well with Henan’s industrial development direction and has significantly supported Henan in major project construction and industrial upgrading. On the morning of the 3rd, Lv Jiajin and his delegation visited Xinxiang City, a key base for commodity grain, high-quality wheat production, and seed cultivation, as well as a national torch plan bio-pharmaceutical specialty industry base. They visited the China (Yuanyang) Prefabricated Food Industry Demonstration Base, Hualan Bio-Pharmaceutical Industrial Park, Zhongyuan Agricultural Valley, and the National Bio-Breeding Industry Innovation Center for discussions and exchanges.
At the China (Yuanyang) Prefabricated Food Industry Demonstration Base, Lv Jiajin and his delegation gained detailed insights into the park’s construction, development of the prefabricated food industry, and brand cultivation. They explored the space, pathways, and models for financial services to support the prefabricated food industry. In the Hualan Bio-Pharmaceutical Industrial Park, they observed product displays and learned about the research and development, production, and operations of blood products and vaccines, diagnosing and addressing the financial service needs of enterprises.
Seeds are the “chips” of agriculture. The “Zhongyuan Agricultural Valley” is an agricultural science and technology innovation platform that Henan has invested heavily in, focusing on breeding as its core while also promoting smart agriculture development and high-standard farmland construction. That day, Lv Jiajin and his delegation visited the Zhongyuan Agricultural Valley exhibition hall to understand its overall planning, development ideas, scientific research capabilities, and the progress of Shen Nong Seed Industry Laboratory in tackling key seed industry technologies. They then proceeded to the National Bio-Breeding Industry Innovation Center to tour the field test area. Lv Jiajin remarked that food security is a “major national concern,” and modern agricultural development represents fields of hope. Supporting agricultural science and technology innovation should be a key focus of financial services. He emphasized exploring new financial service models with CIB characteristics, focusing on the entire industry chain, and nurturing new productive forces in agriculture.
At noon on the 3rd, Lv Jiajin and his delegation held a work meeting with Li Weidong, Secretary of the Xinxiang Municipal Party Committee, to discuss strengthening financial supply and supporting the development of new productive forces. Li Weidong highlighted that Xinxiang boasts significant geographical advantages, convenient transportation, a solid industrial foundation, and rich scientific and educational resources. He expressed hope that CIB would continue to support Xinxiang, increase financial and credit support, and serve the construction of Zhongyuan Agricultural Valley and the high-quality development of Xinxiang’s economy and society. During the investigation, Lv Jiajin and his delegation visited the Zhengzhou Branch Office, the Data Analysis Laboratory, and the Personal Loan Centralized Operation Center, where they extended their regards to the cadres and employees. Lv Jiajin also chaired a business development symposium at the Zhengzhou Branch, listened to work reports, commended the branch’s achievements, and set forth requirements for the next phase of work. He emphasized the importance of striving to lead in the rise of the central region. Lv Jiajin urged that CIB’s development be planned in the context of serving the new era strategy for the rise of the central region and supporting Henan’s economic and social development. He called for enhanced confidence, striving for progress, deepening “region + industry” operations, focusing on key areas and industries, strengthening customer foundations, and improving professional capabilities. He also highlighted the importance of showcasing greater achievements in accelerating digital transformation. Lv Jiajin emphasized increasing digital awareness across the bank, ensuring everyone learns and uses technology, coordinating digital operations and business management, and fully unleashing digital productivity. He called for bold and effective actions to improve efficiency, serve customers, control risks, reduce costs, and create value. Lv Jiajin stressed the importance of achieving more in party discipline learning and education.
