[Inclusive Finance] IB Establishes a Working System of Special Financial Experts to Remove Obstacles in “the Last Mile” of Financial Services

Recently, IB issued the Working System of the Industrial Bank on Special Financial Experts to transform the results of thematic education into a powerful impetus for solving problems and promoting business development. By establishing a special financial expert system, the Bank sent financial experts to government agencies and enterprises as the financial consultants, established a “one-to-one” partnering relationship, adhered to a customer-centered approach to utilize the advantages of commercial banks in connecting all industries, provided customers with a full range of comprehensive and full life-cycle services, and effectively helped governments and enterprises to solve their problems.

It is reported that IB would focus on building a special financial expert team that resolutely implements the decisions and plans of the CPC Central Committee, actively serves local governments, state-owned enterprises, and private economies, and covers key fields such as the “five new areas” (inclusive finance, sci-tech innovation finance, energy finance, auto finance and park finance), rural revitalization, customer construction, and digital transformation. It would also continue to provide comprehensive financial services, build a new cooperation mechanism with governments, enterprises, and other organizations to play well the roles of “liaison”, “publicity agent” and “adviser”.

In June of this year, the IB’s pilot on the working system of special financial experts took the lead in Zhejiang Province, in which 110 special financial experts focused on key areas such as inclusive finance, rural revitalization, sci-tech innovation finance, and green finance, conducted in-depth financial research and public interest services, and delivered financial services to the front line.

Since the pilot of the working system of special financial experts, the financial experts of IB Hangzhou Branch have visited many national-level specialized but ultra-new enterprises in Hangzhou, Jiaxing and Taizhou. In particular, based on the policy advantages of Hangzhou and Jiaxing as the national pilot zone for sci-tech innovation financial reform, IB have taken the lead in the new area of sci-tech innovation finance, launched a package of sci-tech innovation financial products, and provided a full lifecycle and one-stop financial service for sci-tech enterprises throughout the combined application of advantageous products, such as the Investment-Linkage Loans, Quick IB Loans, Loans with Industrial Plants, and employees’ holding of stocks in acquisition business.

Serving as a “teacher”, “expert” and “member of a special task force” in various training conferences and seminars, or working in government sectors to provide consulting services for related businesses of local governments is also one of the important responsibilities of IB’s special financial experts. It is reported that IB Hangzhou Branch is the exclusive strategic cooperating bank of financial consultants with the Department of Water Resources of Zhejiang Province, and that the special cooperating district and county with debt and financial consultants has reached 53, covering more than 50% of the whole province.

Since the implementation of the “Special Actions for Enhancing the Quality, Efficiency, Transformation and Development of Government Businesses”, IB Hangzhou Branch has organized more than 20 trainings for provincial, municipal and district (county) government agencies in Zhejiang Province. At the same time, the special financial experts also have actively assisted local governments to carry out the planning and application of special debt projects in accordance with the law and provided support for local governments and industry authorities to offer full lifecycle services for “borrowing, using, managing, repaying” special bonds, which has further boosted the popularity of the IB’s services of financial consultants for local governments.

The relevant person in charge of IB said that in the next stage, the Bank would build a bridge between financial institutions and the governments, enterprises, villages and the masses through the working system of special financial experts, focusing on solving the problems of unbalanced financial services and inadequate supply between the governments, enterprises, grassroots and the masses. It is also committed to remove obstacles in “the last mile” of financial assistance to high-quality economic development. In the meanwhile, special financial experts would be dispatched to the main areas of urban economy such as buildings and parks, conduct in-depth financial research and public interest services, and insist on sending financial services to the front line and to the places where enterprises and the masses are in most need.
