Industrial Bank was Invited to Attend the Launch Meeting of the “Evidence-based Evaluation of Green Credit Policies”

On September 27, 2011, Industrial Bank (IB), upon invitation, dispatched representatives to the launch meeting of the “Evidence-based Evaluation of Green Credit Policies” sponsored by the Policy Research Center for Environment and Economy of Ministry of Environmental Protection (hereinafter referred to as “PRCEE”) in Beijing, and proposed opinions and suggestions regarding the construction of an enterprise environmental performance database.

Receiving the support of the “Global Prosperity Fund” of the British Foreign and Commonwealth Office (FCO), the research project will achieve “evidence-based” evaluation over the effects of green credit policies through establishing the first integrated enterprise environmental performance database in China and monitoring the environmental performance of relevant commercial banks, and provide improvement suggestions for the in-depth implementation of policies in the future. The database is scheduled to be put into operation next autumn. With Hebei Province as a pilot site, the research project will carry out evaluation over the environment performance of key iron & steel enterprises, so as to provide relevant environment data of the key industry of environmental protection for the preliminary operation of the database and issue management methods for data sharing. Bie Tao, Deputy Director of the Department of Policies, Laws and Regulations of the Ministry of Environmental Protection, relevant officers of the People’s Bank of China, Deputy Director-General Li Xiaowen and other officials of the Statistics Department of CBRC, and Ms Lankate , Project Manager of the Global Prosperity Fund jointly announced the commencement of the project.

Representatives of IB, the Industrial and Commercial Bank of China (ICBC) and Export-Import Bank of China were invited to attend the launch meeting of the project and participated in discussions from the perspective of commercial banks. At the meeting, the representatives of IB proposed that the project had provided an integrated information platform for the implementation of green credit policies and the data sources should be diversified. The environmental performance data of enterprises could not only depend on the local environmental protection authorities, but certain feedback channels should also be available to residents surrounding enterprises. In addition, the information platform should provide a dynamic database to provide banks with environmental protection related data about enterprises or projects throughout their whole lifecycles.
