Development Planning for Energy Conservation and Environmental Protection Industry Currently Being Drafted

In a recent press release, the State Development and Reform Commission announced that it is currently in the process of drafting Development Planning for Energy Conservation and Environmental Protection Industry and Views on the Development of Semiconductor Lighting and Energy-Saving Industry in a bid to counter the impact of the international financial crisis, boost the development of new industries and seize the initiative in future economic competition.

According to personnel at the State Development and Reform Commission, the Commission is currently in the process of seeking opinions from the related departments in regard to the formulation of this document. The energy-saving and environmental protection industry includes energy conservation, the recycling of resources, environmental protection as well as technologies, equipment and services related to energy saving and environmental protection.

In addition to the above, the State Development and Reform Commission is currently in the process of drafting the Views on the Development of Semiconductor Lighting and Energy-Saving Industry in association with relevant department. This document is aimed at promoting the sound development of the semiconductor lighting industry, cultivating new industries, boosting consumer demand and urging energy conservation and emissions reduction.

Prior to this, at the symposium on financial support for new energies, environmental protection and other new industries, Li Keqiang, vice premier of the State Council, pointed out that government guidance should be integrated with market mechanisms, and that technological innovation should be combined with system innovation, finance and taxation policies should be improved, the industrialization of new energies and environmental protection technologies be advanced, the renovation of traditional industries using new energies and environmentally-friendly technologies should be stepped-up, recycling economies and clean production be vigorously developed, consumption should be expanded, new markets cultivated and the growth of rising industries boosted.

Xie Zhenhua, deputy director of the State Development and Reform Commission, said recently that in the next 5 years, the investment demand in China’s environmental protection industry could be as high as 450 billion, and that new industries, including energy conservation and environmental protection, are facing unprecedented opportunities for development.

According to Mr. Xie, 210 billion Yuan in China’s 4-trillion Yuan economic stimulus package has been earmarked for energy conservation and emissions reduction, the development of recycling economies and the construction of ecological environments. A series of programs for industrial adjustment and revitalization also list recycling economies as an important means of upgrading industries and adjusting structure.

Data shows that the gross output of China’s environmental protection industry in 2008 reached 1.41 trillion Yuan, accounting for 4.7% of the GDP. Pi Jiayin, an analyst from Guosen Securities, believes that the government will continue to promote energy conservation and emission reductions in the future, and that Integrated Coal Gasification Combined Cycle (IGCC), an important green coal technology designed to improve energy efficiency, has enormous development potential.
